No. It's simply a pragmatic approach. The event running yesterday didn't need the UK forum to be alive.

No, but then again users of the UK site who weren't in Boston might have wanted to update their blogs, post, read training or maintenance info, check results from British competitions, and/or (not least) buy C2 products. And post-event, many forumites in Boston might appreciate the ability to send/get PMs as well as update their blogs...
