A model C should be just fine. I bought mine in 1997 and still use it (and many people have older ones and have rowed 10x farther). The key question is price: how good a deal? Under or over $500? You might want to look under it to see the condition of the bungie cord assembly, and pull on the handle a bit, but other than that they are pretty indestructible.
What do you mean by online workouts? If you mean stuff listed on the C2 website or discussed here, yes you can program the PM2 to do any of those just fine. If you mean online with rowpro (which I highly recommend), then you need at least a PM2+ which comes with a serial port, but should really consider upgrading to the PM3.
