From what I have heard ACRA is a rather new development...but as far as competition goes, I would tip the scale to SIRA, as many coaches and commentators have described the level of talent at SIRA as pretty comparable to Dad Vails...for example MV8 if you can make medal stand, you stand a great chance at making the "A" final at Dad Vails.
In terms of good lightweight programs...excluding IVY league, I would say that Mercyhurst, St. Josephs, Fordham, Georgia Tech....all have pretty outstanding Ltwt teams.
Lets see for your 2k time...I would say sub 7 for ltwt guys out of high school would be strong...if you were sub 6:45 or 6:40 all the better and that will get you some real looks, because with good college training, that could result in a sub 6:30 after a year or two...which is always a great addition to a college ltwt program. That being said, 138 pounds is light for college ltwt, so I would suggest adding on a few pounds to help even you out with the other guys out there.
Hope this was beneficial...just my two cents as a collegiate ltwt myself.
