Cross training HR intensity...
Twice a week I do some aerobic cross training (usually stairmill) to complement my RowErg workouts. At the end of a 40 minute session my HR is at around AT level and probably averages low to mid AT. Is this too intense for a complementary activity?

Impossible to say outside the context of your overall exercise/training regime and in respect to your goals. But in general, if you can recover from it sufficiently that your next training session isn't compromised then its all good. For most of us, most of the time, we don't do enough training to worry about it.... but some do.
