There two ways you can look at ratings. As a absolute number, the 20 here.
Or relative, if you rate 40 on a two, 20 is 50%, is it 30, it becomes 66 2/3
An other point is speed, a slower rower rates lower, the drive takes longer and less fitness also means, lower ratings, but this will show in the point above.
In short, rate 20 is proberly not needed for you
