They are there...but I can't see them

Hi all, I am a recently graduated high school rower who is off to college this coming fall. I have been rowing for four years but only spring seasons till I got serious spring of my junior year and rowed continuously this past year. I am in good shape (not great after being inactive the past 3 weeks) and have developed a strong body. The only problem I am having is the visual side of it.
I have a layer of fat that is around my core, a problem that most men have similar to women gathering theirs around their hips. I had lost around 8lbs over the coarse of my spring season by cutting back on the snacks that weren't needed and working out to burn those calories on the water. However I still wasn't able to lost the pouch of fat that is around my waist. I look fit if you were to see me standing but my abs don't stand out (only a little). When I flex and feel my stomach I can feel rock hard abs though but to feel them I have to feel through the flab. When I row I get a lot of leanback and I do this using my abs rather than my feet (like I should) so I know they are strong. I feel like I should have little fat on my body since I have been burning calories and making a lot of lean muscle in the process and it should be visible.
When I sit down and think about what is wrong I come up with a few explanations. One is that I may not be as developed in the core as I think I am. The problem that counteracts this is that my teammates who have little fat have rock solid abs that can be seen.
Another thing I came up with is that I may have excess skin that I need to tighten up. I think that this might be possible but it doesn't seem like a normal thing to happen.
I also think that I may just be fat and need to go on a killer diet to get rid of the flab. Do I need to diet AND do hard core exercises even if I have the core that is strong enough already? Of coarse working out is a good thing to do but I feel like I am at a fit stage already (plus my season will start in a week anyways so...).
How should I approach my diet though since last time I cut out the snacks and I feel like that burned much of the fat. What makes me think that method isn't a good one is that the fat was still there after a year of hard training...This may feel like the typical teenage guy question (GET ABS FAST!) but it really is just that I have the abs and core...I just feel like it should be seen... :cry: :cry:

I think you will already know what I am going to say but some times hearing the obvious can help. In order to have a set of killer abs that can be clearly seen you obviously need to lose the layer of fat that is covering and disguising them at present. If you don’t lose the layer of fat it doesn’t matter how developed your abs are, they will be hidden from view.

The problem is that there is no exercise that will target the removal of your abdominal fat. As a general rule if you have a calorie deficit which is of course required to lose body fat the body decides where to take the fat from. It would be great if the body took the fat from the area being exercised but it doesn’t. The body generally takes fat from the last place fat was deposited.

The good news is that if you manage to reduce your overall body fat percentage it is inevitable that you will start to lose the fat around your abdominal muscles.
