I've written an applescript app to convert RowPro CSV files to TCX for importing into Garmin connect. I'm guessing it should work in other programs but I haven't tested it. This will need Excel to work but I may look at getting Numbers to work as well. This is written in applescript and you can view the source code in the package contents. Please note that I am not a programmer in any way, shape or form so it is undoubtably not written using the correct standards; but hey, it works

Firstly export your selected workout from RowPro via the logbook page (make sure you save stroke data). Then run the app, select the CSV file and name the TCX export file. Manually import the TCX into Garmin Connect. Easy!
If the rest periods are active recovery I.e. rowing for a distance, then these are recorded as splits. If the rests are for a certain time (my preferred method) then they are not included in the splits and won't affect your averages. I have only tried the 3 options of rest for time, active rest and just row workouts. I haven't included the warmup and cool down in the workouts (I don't think).
The workout type is "Cycling". If you change it to "indoor rower" then you will lose the cadence (SPM) data. it would be easy to export the distance per stroke (DPS) data as well but it can't be imported into garmin so I haven't bothered. Please let me know if it could be imported into something else. To get the heart rate data I have garmin HRM which connects to the PM4.
