I think he's talking about a fairly specific type of workout, rather than a general recommendation. That said, the Damper has much more to do with the spped of application rather than the "resistance", in fact a 2 year old can pull the handle just fine at the highest DF, we are in charge of how much force we put on the handle, and that can be considerable regardless of the DF selected.
I've recommended High DF for people just getting started and along with that recommendation they also are asked used a lower rate and not apply a lot of pressure. This way they can learn technique/sequence and be able to catch the flywheel at lower speeds before building up the force and speed. Just like going through the motions of any other learned skill at lower speed so that the habits being formed are correct.
At full power, the Drive may only take 0.5 seconds (or less) to complete, if the habits are not good at lower speeds, it is unlikely they will improve when the force is increased.
Finally, He's got about 42 years of experience under his belt, which looks like a lot even to me (I started rowing with the introduction of the Erg, so it's always been a part of my experience and he was already 16 years into his learning curve when they came up with the thing.)
