Can I change the speed of the pace boat noted on the PM4?
What settings is "given" to this pace boat at the outset?

You have to program a workout. When you do that for single:distance, single:time, interval:distance, intervals:time or intervals:variable you can program the pace boat.
If you use the "Rerow" function the pace boat is automagically set to the the pace for each split from the original row.
