It's caused by a badly configured webserver.
http://www.concept2.co.uk/css/forumcss.css has been moved, but the redirection in the webserver points to the original location.
Your web browser will attempt to load it 20 times before it gives up the ghost. Hence the reason there's a) no style and b) it's flaming slow.
