1.21m drive length is quite short so you must not be leaning back at the end of the drive and/or not compressing enough at the catch. If you can't compress properly try and extend the lean back.
At r27 that is a relatively weak stroke, so try and slow down to circa r20 at that pace to build up the strength in the drive. Imagine you are jumping away from the rower as a thought for powering up the stroke. I suspect you aren't using your legs enough at the moment.
