The higher the air intake, the higher the resistance to the fan.
Closing the damper lowers the air intake, and lowers the resistance.
The monitor adjusts for the resistance based on the inertia of the fan.
You can put the damper anywhere that you wish.

Yes, the monitor adjusts based on the fan speed vs resistance.
I can change the drag factor on mine from 100 to 360, or from 65 to 170 with a cover.
The pace comes out the same either way.

The less airflow through the fan the loser the DF, but the PM adjusts for that so no it's not cheating for a test. But feel free to "cheat" if it makes you think it will help.
