As high as you want and that works well for you.
For my 1:24's a couple of years ago, I did 7 strokes in 50m which took about 9s and is 46-47 spm.
That was on the pm2+ though.
The pm3 measures neither 50m nor 10s, so I won't be able to do them again.

We've seen folks up in the 70 strokes per minute. We had some particularly manic rowers doing the 100K LWT relay in Brighton the other weekend. There were the odd low pulls done as part of that.
But, that said, doing low pulls is a) pointless b) risky. Don't bother it's not worth it.
