our coach is really sound but he kind of objects to having relationships in the club between teenagers,,, how unfair!!!!

Relationships beyond being coach and perhaps friend that is.
If it's relationships between single rowers that is being objected to, that is kind of a club administrative call. Adults should be able to handle themselves appropriately in that area. Juniors should be getting guidance from their parents, but a good coach might have similar insights.
