Bob, Bill has it spot on, I just press the button at the end of the recovery. I'm not even sure I get very much less power at my pace. I must admit I don't use it much either, I'd rather know what the target is and row to that. Obviously, you have to have the monitor arm positioned where you can quickly poke the buttons on the recovery of a stroke (which will probably be followed by a stroke with somewhat less power). Fortunately, at least the PM3 has bigger targets for the buttons you might push while rowing. I find it sometimes takes a few attempts to get in a successful button press if it is a faster pace. It does get a bit easier with practice, too.
I try to row my splits as evenly as possible, and so no longer use the pace boat feature much as the novelty has worn off for me. Of course, if you're doing a piece where achieving even splits isn't the goal, then the pace boat and variable intervals (or doing a re-row of a previous workout where you did the right paces) is more useful.
