Lots of overcomplicaton already by the look of things.
The 400 total stroke count is only trackable if you’re using ErgData or some similar App. I would imagine less than 10% of people doing the challenge will bother with Apps.
Only real way of making a rate capped challenge as close to fair as possible is to stipulate default splits (4:00) in this case, and a numerical average of 20.00 spm (regardless of PM average display)
So, all splits at 20 are obviously valid.
19, 21, 20, 20, 20 (20.0) is valid.
19, 21, 19, 21, 21 (20.2) is not valid, even though it’ll average 20 on the PM.

Can we expect rowers without stroke counters, rowers so inexperienced as to be incapable of holding the prescribed average rate as observable current projected average rate on the PM, and rowers so overstressed as to be unable to break the piece into 1’ segments and attempt to fit 20 strokes in each minute by native wit to “average the averages” of any number of splits by which 20’ is equally divisible (1,2,4,5, and 10’)? A hot mess really.

For this reason, the final average is often completely different than a simple average of 5 splits.

John, don’t you mean tenths of a stroke? Casey averaged the average rates of the five 4’ splits the old-fashioned way—with spit and a pencil stub or perhaps a blabslab calculator. Rounding to whole numbers and invariably rounding down is the PM’s limitation. Quite a good number of humans are capable of greater precision.

Right. Correction: the pm doesn't show tenths of RPM splits.
Even averaging RPM splits to a single whole number average is not all that accurate, as I pointed out up above.

I probably did only 398/9 strokes on this challenge and therefore got ave 19, even though that should be 19.9. 2 min splits - 18 spm x 1, 19spm x 1, 20 spm x 6, 21spm x 2. I was certainly attempting to stick at 20spm, although I knew I had started too slow. I will be counting my 4056m in the challenge.
