Weight class clarification

I’m a newbie rower forced to retire from another masters sport due to injury. There are some concept 2 ergs at my health club and I think I do well enough to consider competing. I’m 75 years old and on my first try I did a 1:39.2 500 at altitude with a mask on (ugh). My issue is my normal weight ranges between 164 and 166 pounds. My question is: is 165.1 pounds considered a heavyweight?

Since FISA (based in Switzerland) use kilogrammes it's 165.347lb for LWT.
