Seat won’t go up/down ?

Hi all. Just put my bike together. The seat of handlebars will not raise or lower. They seem to be locked in place. But there doesn’t seem to be a score or anything holding them.

The adjustment lever is also ‘locked’ in place.
When I put the bike together, I did put the handlebar in place and remember it being snug. But I can’t move it now ..?

Any help would be appreciated. Thx I’m advance.
