I am currently in the midst of doing the 200k winter challenge, rowing an average of 10k per day. My problem is, when I do power rows, I go through the full range of motion for the row, and the avg pace stays the same, while my current pace changes (either from 2:05-1:57-2:07). Does anyone know why this happens? Thanks.

If you've rowed 100 strokes, then row 10 seconds faster for 1 stroke, that will only change the average a tenth of a second.

If you've rowed 1000 strokes, i.e. towards the end of the 10k, it would take 10 strokes at 10 seconds faster than your average to change it by one tenth, or 100 strokes at 1 second faster than the average.

The average changes more slowly than the instantaneous pace, more quickly at the beginning of your row, but more slowly as the distance increases.
