exercise intensity / heart rate - link to article

can any one help me please ?
About 4 -5 weeks ago I came across a reply which included a link to an article about exercising at moderate levels, measured by heart rate.
A key aspect discussed had to do with how much of the population is so unfit that the "220 - age = maximum HR" gives wildly excessive values for most adults; and went on to discuss the negative implications of high HR's for the general population. It was a report based on a medical study (I think).
Anyhow, it fits in wonderfully with a discussion I am having, and I am danged if I can find it now.
In the old days I'd've merely dug through my reading piles 5 - 6 weeks down ! Thanks for helping if you can.
