what is everyone's opinion on a workout, such as 4x2k @16-18 with FULL power, and a few mins rest in between each 2k? I'm not sure if this would classify as SS or AT, and what type of HR it could achieve. I've done this type of workout on the water, usually early in the season and its always been one of my favorite workouts. any thoughts?

Depends what you mean by full power. If you mean normal length and normal handle force, then it's a normal LS workout. There wouldn't be any point in stopping every ten minutes, except maybe to turn the boat round.
If you're pulling a lot harder than in your normal strokes (but how can that be possible, us oarsmen's normal strokes are all long and hard, all the time, what else), you'll have problems keeping it up and injuries are on the way.
