I am looking for a free online resource similar to the Interactive Training site that Indoor Sport Services used to offer for free.
I have a couple templates but was hoping to find something to record my current fitness level and generate a 10 or 12 week program.

Have you looked at the Pete Plan, or possibly Beginner Pete Plan? Sounds like it might be good for you

Training guides nowadays differ considerably in structure from the Interactives. See:

There seems to be no accepted definition of "fitness". However a 2k test will identify your current abilities. If you measure Watts and Ratings, you know your stroke-work and can modulate rating to stay at the power level you want in any given workout, save any correction to style.
