"Keeping consistent pace" - does it say anything?

Hi folks,

If some1 simple says regarding to rowing "try to keep consistent pace", does it say all about what exactly value trainee should keep - distance per some time, time per some distance or spm?
Just interesting because i often see instructions like "Row 40 minutes keeping consistent pace" with no any future clarifications.

Sorry in adv if it is sort of stupid question :)

500m split time....much revolves around that in erg world.

Same rate (strokes per minute) and same pace (time per 500m or Watts) - it's the most efficient way to complete a given distance in a given time.
