Using arms instead of legs

Hi guys, this is my first post, I'm a complete beginner at rowing, but I want to get into it at Uni in a few months.
I just did my first 5k, 24:13 (Bad I know :D), but I think it could be partly down to my form. I feel like my arms are doing a disproportionate amount of the work, they were certainly much more tired than my legs and the end. This could just be because my upper body is weaker, but any advice or ideas would be much appreciated!

Keep your body angled forward from beginning of catch until about when your legs are fully extended. Then add in the back/arms.

Do some warm-up/cool-down strokes legs only.

I found this video on YouTube that covers the basic rowing sequence. The individual components are explained thoroughly. Perhaps it will help.
