Yes it will build muscle but it will be sports specific to the rower.
Personally if you main aim is to build muscle then I wouldn't go for the Concept 2 rower, your primary aim on one of these is weight loss and building fitness, any muscle gain is a bonus.
Overall you can get a pretty good body shape as it uses your upper body and lower body, unlike running or cycling.
Elite rowers do not look like Mr Universe so I guess it depends on how much muscle your talking about.
