A long story short: include 4x1k aswell for VO2, it will play a part that you desperately need, allthough not the biggest. It worked for me, when I actually did increase 50% (not necessarily impossible for all!). Only strength and strength endurance won't get you much further then 300m. Nor will improving only general physique get you to your goal. Another example: Strongman Magnus Samuelsson "only" pulled 1:15 for 500 and he's about 2m (6'7"), 155kg (~350 pounds) and is used to walk about with a couple of hundred k's on top of that.
You should definitely go for training, but I don't think that your target is very sound. The chance of success I think is very small. But you'll find out what's possible and not as you go along. Keep us updated.

It says he did it in 2001 in Jönköping, Sweden while visiting an exposition for the fire defence. The projection of the race onto a big screen was allready set up and the Concept2 exhibitors asked him to do a 500, and so he did after just a little persuation. It doesn't say how the race fared more than he planned not to go out too hard and increase at the end and that he finished in 1:15. He states he got a bit hot and that the concept crew was laughing as he finished the race while looking to verify if it was world record.

Was you 1:28 PB a fly and die, or did you have a controlled pace throughout? If you went out at 1:16 and finished with a time of 1:28, I think you could be faster with a steady race pace right now. So consider going out at 1:25 and holding that pace for the 500.
Although you may not get to 1:19, a very hard but more reasonable goal is to top the rankings for 2007 (through the end of April). 1:21.3 is the top time for 2007, and that is faster than 2006, so something in that range could do it.
Given your ability to hit 1:16s, I would work on extending that power by improving your conditioning. So in additon to the other things suggested, working on 800s at 1:30 pace or so, or 1000s under 1:35 could be helpful.
