I typically row at a 22 or 23 and have no problem slowing the stroke rate down (within reason) and maintaining the same pace by altering recovery time or adding a little power. However, when I take the rate up to say a 26, the pace inevitably picks up. I know that you are supposed to be able to maintain a certain pace at varying stroke rates, but if you have to push back faster to maintain a 26 I can't seem to maintain the same pace. I can't take too much power off because I need to slide back fast enough to maintain the rate. I don't want to rush the slide and I figure a shorter stroke sacrafices form.
Are there other ways to ease up on the power? I want to get the feel for different rates but don't want to flame out every time I take it up to a 26-28.

It sounds like you are over driving and under recovering.
Practice taking a long stroke while keeping very light on the handle, then you will be able to recover more easily in between.
The use of a metronome is helpful when aiming to learn certain stroke rates.
