Recent training struggles continue. My HR is elevated on SS rows and I am doing them slower to keep HR capped. Then shorter rows I am going slower and/or doing less. Then on top of that I am suddenly dealing with elbow pain which I never have before. Staying patient but it is a bit worrisome.

Had my yearly physical at end of April but this has been sort of sudden. Damn, hope your struggle ends soon! Your very strong 30x1'on/1'off was about 1 month ago right? It's a good idea to get another check up done, as it's too regular now, but it's also good to hear that you've had a physical done recently.
Do you think it could be Covid related, and therefore something relatively innocuous and not easily noticed? Is it just through training that you notice the issue?

really weird thing happened to me. well..not that weird but it felt very strange at the time. I was 20 mins ish into a very standard steady state when my wife walked behind me when I didn't know she was in our gym and it gave me a bit of shock. Nothing huge, not even a jump scare, just a bit of a surprise but all of a sudden I was conscious that my heart rate was racing and I lost all my rhythm. I stopped for a minute or two to calm down and refocus but even afterwards my pace dropped and I could feel my heart beating a lot faster. It took probably 15 mins+ to feel normal again and to be honest, I don't think I got my heart rate down properly again, so I stopped at 10k. I regret not having my heart strap on to see what actually happened.
either way, no harm done hopefully and maybe it's normal but it was a really marked and pronounced jump in heart rate and quite disconcerting
anyone ever had the same thing happen to them?

I can't say that I have, or at least it's never been that long to recover from a shock. Do you face backwards when you row ie people could be behind you and you're not aware? They're set up like that at my gym.

I've got my home gym in a basement area with a door that connects to stairs to the rest of the house but another door that opens up onto our car port. I row with my back to the exterior door but I left it open to keep it cooler and my wife had been at a neighbour's house and then walked back in and walked past me when I wasn't expecting it. and load music on the airpods meant I didn't hear her coming

Nothing really new. Have work stress and such but that's not different. I feel fine but my performance is just off. Today with elbow hurting I just dod Bike for 45m minutes. Yeah Stu, it's just training. I feel fine otherwise but my performance is just off - not just the rower. I haven't done as well in CF or weight sessions either. My boss and others I work with recently tested positive for COVID (some for the 2nd time) - I haven't tested again as I have no symptoms but might make sense to. Feeling stronger did this steady state piece preceded by a brief warmup. Trying something different, I removed the foam stock insoles from my Adidas Powerlift 4 shoes and the direct connection to the drive feels much more solid. Forefoot flexibility felt better as well.
