I usually do a long cool down after any workout, minimum 20 mins. and sometimes even 10k if the workout was a short sprinting session. But I do find it hard to do much after a long endurance session ie. hour or longer, I wonder if I should tack on another k or so after a hard hour.

Most of the time I do a 2k cooldown, but if the session is a 60' or longer I'd rather do the cooldown sans-erg -- brisk walk,etc...

After most of the rowpro races somebody usually offers to set up a cooldown session and most seem to join it -- 9 minute 2k seems to be the norm there. If I am doing a session by myself (mostly interval sessions that can't be done as rows), I usually have a protein shake (whey isolate and a banana in skim milk) before doing the cooldown row -- the idea is to start fueling the recovery.
