Training

I did my first 8x 500m yesterday. I was following splits from the wolverine plan and I found that I had a lot left on my 8th interval. I rowed 6 secs faster then my goal split of 1:40. I was doing 2:30 rest between each piece and was wondering if when I start my 500s should I let the flywheel come to a full stop. It's moving a bit when I start so it's easier to get my first pull going. I haven't done much active recovery before so I'm not sure if this is considered cheating or not. What would be more optimal for my training purposes. Also should I adjust my goal split a few seconds so I don't have so much left on my last interval.<br /><br /><br />Any help would be appreciated.
