Arthroscopy Or Physical Therapy For 16 Y/o?

My daughter was diagnosed twice with MDI (multi-directional instability), left shoulder. She saw a sports medicine orthopedist at Children’s Hospital who recommended physical therapy. She continued to have pain which worsened during rehab. She had to stop fall rowing. Second opinion orthopedist recommended arthroscopy with possible open capsulorrhaphy with 3-6 months rehab. My daughter wants to row, now and in college. Internet research gets confusing and studies seem equally to support BOTH arthroscopy and physical therapy. HELP!! Any experience/knowledge or advice appreciated.
