Is it possible to get rid of the "newest registered user" feature?

There were some changes made to the board so that new users can't post HTML links. That's stopped "cum hairy pussy nax" from doing more than simply registering as a user.
The registration should be using a CAPTCHA image and other verification to prevent automated registration (these are real people they are just awkward spamming robots that polute the board). But the current protection is clearly being defeated somehow. One thing that should be needed is email verification - send email with a link, the userid isn't registered or activated until the link is clicked by a warm body.
Perhaps this mod: http://www.phpbb.com/phpBB/viewtopic.php?t=435694 could be installed.

There has been a wave of real-people porn spammers hitting dozens of forums over the past couple of months. I'm involved in running 3 different forums, and all three, plus all the support forums, got hit. All three of the ones I'm involved with used the CAPTCHA feature, and one used e-mail verification. We got hit anyway, which is why we think it's a real person with too much time on their hands. Short of putting registration on a Moderator-approval basis, it may be difficult to stop.
