Connecting my Scosche Rhythm+ to the PM5 and showing my heart rate but, as I begin rowing, it barely changes at all, so I know it's not reading correctly.
Is it where I have it positioned? I have it jus less than halfway up my left forearm with the sensor on the inside of my forearm.
Is there a better device?

I also had a lot of trouble getting my Rhythm+ to work and play well with the PM5. Some days it would seem to be rock-solid. Others, it would do just what you describe. I switched to a chest strap - the Polar H10 - which works extremely well for me.
The Rhythm+ was a good HRM for me with some activities but not others; it used to work fine for me while cycling and in the gym, but it was very spotty on the rower, and I think it has something to do with the optical sensor being pretty finicky about positioning. I always wore it on my upper arm, right at the point of the deltoid. For me, the Polar, which reads heart rate based on the body's electrical impulses, just works better and is supposed to be very accurate (and from my experience, I wouldn't dispute that).

Keep playing with it to find your best location. I also use the Scosche Rhythm+ and it took me about a month to figure out that my most reliable position was just below my forearm on the outer part of my arm. I kept trying it on the inner arm which is less hair bearing for me, but my results were very spotty. It's quite consistent where I have it located now and have used it there for over 2 years.

Fitbit charge 3 watch was useless getting rowing heartrate. Inaccurate random number generator. Especially during intervals where the charge 3 guessed wrong most of the time.
A polar H10 belt is pretty foolproof. Syncs, works, displays on PM5, reports a much more reasonable HR.
There are polar belts that are less expensive, there are also other belts that work great. On the water the H10 can be used without a phone which is really nice. I'd go with a belt whichever one you buy.

I've found the CooSpo H808S chest strap reliable, but mainly use the Polar OH1+, as I like the convenience of an arm band. Polar has a new model out, the Verity Sense, which is their next generation of optical. Similar to the OH1+, but with a longer battery life.

I too have the CooSpo from Amazon about $30. Pretty reliable and no issues with the connection at all.
