So then what can be done about a shock cord which is too tight rather than too loose? I just installed a new one on my model B and it seems it's pulling back with around 11lbs of force. That 3-5lbs might not sound like much, but I can definitely feel the difference.

If you lengthen the cord the tension will decrease. If the cord is already installed with no slack at the SCAM, then I guess it's time to get a different cord. Perhaps after some use it will stretch out a little and not be as tight. I bought a new cord at a local hardware store and adjusted the length first by measuring the tension against the original cord using one of those little spring scales. Since it was new it was a little longer to get approximately the same tension, but it's easy to shorten it later. Not as easy to lengthen it!
