What is this lead for?

Hi all, just joined a gym in work, and was wondering what this lead was for on the rower?

I have a polar H7 and log the exercise and HR stats via Endomondo on my phone. Will there be any benefit in instead using this dongle along with the PM3?
I was wondering if there would be any benefit in using this dongle over Endomondo and my polar H7.
