Due to unfortunate circumstances, I have a RH % that reaches 70-75% almost daily. It's an issue with the AC that the landlord is unwilling to fix. My rower is in this room and I cannot put the rower anywhere else.
Will this amount of humidity cause issues or am I okay? Is the PM5 fine to handle this environment?

That's fine. I've had 99% and it might even have been 100% but the readout only went to 99%.
I almost always have around 70% humidity and it's not an issue other than sweating quite a lot (I do sweat easily). I would recommend getting a good machine that takes moisture out of the air if you can (I can't say the actual word as it's considered spam), as it's quite surprising how much moisture it pulls out of the air. It cost about £95, but it's worth it as I've had a cheaper version that was basically worthless

Pretty doable for me. In summer I hit that frequently without much issue. But I do have quite some fans running.

Old ergs have chains that rust from sweat and humidity. Periodically check the first 2 feet near handle if you have a rusty chain (you'll know a rusty one). New nickel plated chains don't rust.
Our boathouse ergs (like many others) live in a boathouse on the water without AC that is filled daily with wet shells without problems. You shouldn't see a problem.
aside: A single small window AC can do wonderful things. Sometimes buying your way out is easier than fighting with landlord.
