Spots on "mesh cover" on flywheel

Just received a new rowerg a couple of days ago.

It seems to be a lot of spots on the mesh cover around the flywheel.

Any reason why this should be present on a brand new rower?

(they are a bit hard to see, but i have marked them in red...) (just noticed that no attachement was allowed, sorry)
