Go to Home Depot and inquire about a fan that you would install in the ceiling under your attic (inside the house). This is a heavy duty fan that pulls hot air inside the house up into the attic while cool air enters the house through your open windows.

I had and sometimes still have the same problem. The best solution I have found is wearing compression shorts by Undergear $ 20. US. found at Dick's sporting goods or The Sports Authority.
