I would check flexibility in the hips,hamstrings, even ankles like mikvan52 suggested. Row in front of a mirror... Check everything with bi-lateral symmetry issues in mind... One thing to keep in mind is that rowers are handicapped in distance running because their upper bodies are needlessly over-developed... All in all, any comparison would be apples to oranges... anecdotally (not scientifically)... I think when I ran a 15:20 5k on the roads I could have done a 20' 6k ...
