if you or on nr.6 seat of an eight and stroke decides to row R32 - then you go with him or get wet..
you should row rates that are appropriate for that piece and be able to vary.
The rate defines the pace - the longer pieces are done at lower rates than the shorter pieces

It sounds like it could just be swelling from the impact (try leaning back more), but I have no medial background

20k is a little on the lowside for building up endurance. and it sounds as tho this is your achiles at the moment.
You need to build up your endurance and strength and most of all, dont let it get you down!

finding the sweet spot (supercompensation) is a tight line to walk in any training plan.
We aren't robots, our physiology changes.
You can quite easily step into training during a recovery phase - it can spiral quickly after that.
Best thing to do is:
rest, recover, return...
